VII. - PROMOTIONS AND TRANSFERS.

A.

Promotions

Vacant positions above the entry level will to the extent possible be filled by promotion when there are qualified and capable employees in lower positions. Notices of promotional opportunities will be publicized on all bulletin boards for seven (7) days. In making such promotions, consideration will be given, but not limited to, seniority, qualifications, and performance. Both department managers must agree on transfers when an employee is promoted from one department to another.

B.

Transfers

If an employee transfers from one department to another, the civil service board must approve any change in grade and classification for that employee.
