§ 6. Organization of the board.

At the first meeting of the board after the passage of this Act, the members shall elect one of their number as chairman and one of their number as secretary; thereafter the board shall annually elect from among their number a chairman and secretary. Vacancies in the offices of chairman and secretary shall be filled by the board, if and when the same may occur.
