§ 4. Compliance with Applicable Laws and Ordinances.

The grantee shall conform to all applicable laws, rules and regulations of the United States, the State of Alabama and the city in the construction and operation of its cable television system. The city reserves the right to adopt such additional regulations as it shall find necessary in the exercise of its police power, provided such regulations are reasonable and not in conflict with the rights and privileges granted in this franchise.
