§ 10-14. Same—General power rate GS-7.

  • General power rate schedule GS-7, effective October 1976, is as follows:

    (1)

    Availability. This rate shall apply to the firm power requirements for electric service to commercial, industrial and governmental customers; institutional customers including, without limitation, churches, clubs, fraternities, orphanages, nursing homes, rooming or boarding houses, and like customers; and other customers except those to whom service is available under other resale rate schedules.

    (2)

    Character of service. Alternation current, single or three-phase, sixty (60) hertz. Under (3)(a) below power shall be delivered at a voltage available in the vicinity or agreed to by distributor. Under (3)(b) below power shall be delivered at a transmission voltage of one hundred sixty-one (161) kV or, if such transmission voltage is not available, at the highest voltage available in the vicinity, unless at the customer's request a lower standard voltage is agreed upon.

    (3)

    Charges.

    (a)

    If the customer's demand for the month and its contract demand, if any, are each five thousand (5,000) kilowatts or less:

    Customer charge: $3.45 per delivery point per month

    Demand charge:

    First fifty (50) kilowatts of demand per month, no demand charge

    Next fifty (50) kilowatts of demand per month, at $2.05 per kilowatt

    Excess over one hundred (100) kilowatts of demand per month, at $2.20 per kilowatt

    Energy charge:

    First 500 kilowatt hours per month at 3.063 cents per kwh*

    Next 14,500 kilowatt hours per month at 2.283 cents per kwh*

    Next 25,000 kilowatt hours per month at 1.387 cents per kwh*

    Next 60,000 kilowatt hours per month at 1.177 cents per kwh*

    Next 400,000 kilowatt hours per month at 1.077 cents per kwh*

    Additional kilowatt hours per month at 1.037 cents per kwh*

    *as increased or decreased in accordance with Appendix I to the schedule of rates and charges.

    (b)

    If either the customer's demand for the month or its contract demand is greater than five thousand (5,000) kilowatts:

    Customer charge: $1,000.00 per delivery point per month

    Demand charge: $1.91 per kilowatt of demand per month

    Additional charge for any demand in excess of customer's contract demand: $1.91 per kilowatt month

    Energy charge: $0.993 cents per kilowatt hour per month as increased or decreased in accordance with Appendix I to the schedule of rates and charges.

    (4)

    Facilities rental charge applicable under (3)(b) above. There shall be no facilities rental charge under this rate schedule for delivery at bulk transmission voltage levels of one hundred sixty-one (161) kV or higher. For delivery at less than one hundred sixty-one (161) kV, there shall be added to the customer's bill a facilities rental charge. This charge shall be twenty cents ($0.20) per kW per month except for delivery at voltages below forty-six (46) kV, in which case the charge shall be fifty-five cents ($0.55) per kW per month for the first ten thousand (10,000) kW and thirty cents ($0.30) per kW per month for the excess over ten thousand (10,000) kW. Such charge shall be applied to the customer's currently effective contract demand and shall be in addition to all other charges under this rate schedule including minimum bill charges.

    (5)

    Adjustment. The customer's bill for each month shall be increased or decreased in accordance with the current adjustment addendum published by TVA.

    (6)

    Determination of demand. Distributor shall measure the demands in kilowatts of all customers having loads in excess of fifty (50) kilowatts. The demand for any month shall be the higher of the highest average during any thirty (30) consecutive-minute period of the month of: (a) The load measured in kilowatts or (b) eighty-five (85) per cent of the load in kVA plus an additional ten (10) per cent for that part of the load over five thousand (5,000) kVA, and such amount shall be used as the billing demand except that under (3)(b) above, the billing demand for any month shall in no case be less than the sum of: (i) Forty (40) per cent of the first five thousand (5,000) kilowatts, (ii) seventy (70) per cent of the next forty-five thousand (45,000) kilowatts, and (iii) ninety (90) per cent of all kilowatts in excess of fifty thousand (50,000) kilowatts of the higher of the currently effective contract demand or the highest billing demand established during the preceding twelve (12) months.

    (7)

    Minimum bill. The monthly bill under (3)(a) above shall not be less than the higher of: (i) The base customer charge or (ii) seventy (70) per cent of the base demand charge (adjusted for the portion of the current adjustment addendum applicable to the customer's billing demand as provided in "adjustment" above) applied to the higher of: (a) the currently effective contract demand or (b) the highest demand established during the preceding twelve (12) months.

    The monthly bill under (3)(b) above shall not be less than the base demand charge (adjusted in accordance with the portion of the current adjustment addendum applicable to the customer's billing demand as provided in adjustment above) applied to the higher of: (a) The currently effective contract demand or (b) the highest demand established during the preceding twelve (12) months.

    Distributor may require minimum bills higher than those stated above.

    (8)

    Seasonal service. Customers who contract for service on a seasonal basis shall be limited to one thousand five hundred (1,500) kilowatts and shall pay the above charges plus ten (10) per cent of the bill computed after any adjustments are applied. For such customers the minimum monthly bill provided for above shall not apply. Instead, such customers shall pay a minimum monthly bill of five dollars ($5.00) so long as service is connected; shall pay a minimum annual bill which shall in no case be less than: (a) Three cents ($0.03) per kilowatt hour of the maximum monthly consumption for customers whose demand does not exceed fifty (50) kilowatt hours or (b) ten dollars ($10.00) per kilowatt of the maximum demand established for customers whose demand is over fifty (50) kilowatts; and shall pay in addition the actual cost of connections and disconnections in excess on one of each per year.

    (9)

    Contract requirement. Distributor may require contracts for all service provided under this rate schedule. Customers whose demand exceeds fifty (50) kilowatts shall be required to execute contracts for an initial term of at last one year. If the customer requires an excess of five thousand (5,000) kilowatts, the contract shall be for an initial term of at least five (5) years, and any renewal or extension of the initial contract shall also be for a term of at least five (5) years. The customer shall contract for its maximum requirements; distributor shall not be obligated to supply power in greater amounts at any time than the customer's currently effective contract demand. If the customer uses any power other than that supplied by distributor under this rate schedule, the contract may include other special provisions. The rate schedule in any power contract shall be subject to modification, replacement or adjustment from time to time upon agreement between distributor and TVA.

    (10)

    Payment. Bills under this rate schedule will be rendered monthly. Any amount of bill unpaid after due date specified on bill may subject customer to additional charges under distributor's standard policy.

    (11)

    Single-point delivery. The charges under this rate schedule are based upon the supply of service through a single delivery and metering point, and at a single voltage. If service is supplied to the same customer through more than one point of delivery or at different voltages, the supply of service at each delivery and metering point and at each different voltage shall be separately metered and billed under this rate schedule.
