§ 3-2. Permits.

  • (a)

    No person shall, without first obtaining a permit therefor in writing from the city clerk or his designated agent, own, keep, harbor, or have custody of any animal over three (3) months of age; except that this section shall not apply to the keeping of small cage-birds or aquatic and amphibian animals solely as pets.

    (b)

    No person shall be issued a permit until a certificate of rabies inoculation is furnished by a licensed veterinarian for each animal in the owner's custody. The rabies vaccination certificate shall be good for a period of one (1) year.

    (c)

    No permit shall be issued in the name of any person under eighteen (18) years of age unless a parent or guardian accepts responsibility for care of the animal.
